the games flow

i have heard that this game is supposed to be like a sandbox game. wondering if this game opens up like that. i been playin it for a while now to where i get demoted and it seems like i have had very little actual gameplay and been sitting through a massive amount of cutscenes almost like a movie. maybe cause i am used to open world RPG's like gothic series or skyrim or something.
