Citizen Missions - Frontier glitch HELP

So I have seen that many other people have been having this same problem. The map, when zoomed all the way out and highlighting the Frontier, says that I have five citizen missions available. I fast travel to the Frontier.........and nothing. Finally, by looking at youtube clips, I was able to find the Assassination Contract in the Frontier, whose icon didn't appeared on the map until I was a few feet away from him. However, after "starting the mission," no targets appear on the map.

Also, there should be Delivery missions available in both the Frontier and New York, and neither of those are showing up either. It is just extremely frustrating that there is a glitch in this game that prevents you from beating it 100%.

Has anyone else had this problem, of citizen missions not appearing, or know of any solutions other than starting a new game? I am 96% complete, and I will be livid if I have to start over, just in the hopes that the glitch does not happen again.

But when I did find the mission start icon, the actual Assassination Targets are supposed appear on the map. This is am 100% certain of, and they did not. 

Also, while approaching the original Mission Start NPC for the Assassination Contracts (and Delivery Requests), once I got about 75 meters away, the icon would disappear and I would have to manually search the streets for the contact. 

After doing some research, this is indeed a HUGE problem and many many players are having. It is frustrating that such a tiny glitch can prevent players from reaching 100% sync
