    Every time I've played there's been exactly 2 floods each round. I don't think you can do it manually, at least not in TDM. Not sure about other game modes.

    There is an emergency shut off switch underneath where it floods if you want to stop it

    seriously? i did not know that, and having a switch to shut that crap off when you need that area unflooded to take a hardpoint might change my views on hydro.
