Yeah because Crono needs a stronger weapon because new game+ is SO HARD!..
There needs to be a way to stack the damage bonus from the sun glasses and prism specs because new game+ is SO HARD!
Robo needs an arm that Crits like Aylas best weapon because New Game+ is SO HARD!
Most characters needed a permanent stat increase that you can get each new game+ because new game+ is so hard!

If they made a weapon stronger than the upgraded Masamune, people would ignore the Masamune at endgame.
If the Lost Sanctum merely gave the Masamune a further upgrade, it couldn't carry over to NG+, leaving Frog, once again, with the Brave Sword.
I cannot see any way around this dilemma. The only third option possible is to make a weapon stronger than the Brave Sword, yet weaker than the Masamune II. Which they did.

That sounded like an awesome idea they should have gone with:
Give him a better sword and ignore the masamune like they did with all other characters and their weapons.
OR
Just have the upgraded masamune carry over and not force equip it for the first magus section. Your free to equip it or not equip it and all the story acts as normal and youd still have to go fix it.
Or have them act as 2 separate swords and you could easily tell the difference with the attack power.
I dont understand why everyone thinks this was so logical and no way around it and fine with Frog easily being the most lacking attacker and mage for that matter. Most of his attacks are worse versions of something else, in general. He has nothing that shines, at all...
Marle might be worse but i do like a lot of double and triple techs with her. Frogs doubles and triples seem lacking while the best ones seem as good as others.
I feel the upgraded masamune is the worst final weapon. And even then it feels like everyone got better or unique additions to the DS while he got shafted. Heck even if you had him get ANOTHER masamune upgrade, just make it worthwhile so at least you have a beastly sword to show for it.
