All my characters are maxed out. The correct people are in my party. Frog went up the mountains and caught the rock. There is no gold rock in anyone's inventory to equip. Did they change the name from gold rock to something else in the DS version?

It's called the Golden Gemstone here.
Frog is the only one who can equip it.

However in EVERY version of the game its not even worth using even with Frog and Ayla at 1 HP left they can just use Dino Tail and Frog Drop and Crono uses Luminare and all 3 moves in total on the same turn would outdamage Grand Dream.

You finished all the sidequests(freeing Cyrus' Ghost is a must to gain the powered up Masamune) and have Frog equipped with the Masamune?

Yes I figured it out right after posting last night. Its called the Golden Gemstone instead of gold rock, and the tech is called the Master Mune instead of grand dream.

Yeah, all the Rocks became Gemstones for the DS.
As for the rename from Grand Dream to Master Mune, it actually makes sense if you know the right context (a combination of one piece of Chrono Cross trivia and the Japanese name for the weapon(s) in question).
