Why won't my ally capture/infiltrate structures for me at the beginning of Mt. Rushmore?

At the beginning of the Mt. Rushmore level, I am unable to order my allied spies and engineers to do....well, anything. Im able to use Tanya to complete the first bonus objective, destroying the power plant. And I have eliminated every other enemy unit/structure on the map that isnt a mission objective. Holding LB doesnt open up the ally command menu as it usually does, and ordering the allied units by going through the RT menu doesn't do anything. The general says they are obeying my order, but the spies and engineers just stand there. Am I doing something wrong, has anyone else experienced this?
