I know for a fact I'll have to take money out of my savings account to even play this on medium.

Do we know this for sure? As far as I know, it's only based on the pen-and-paper game, not a computer version of it.

meh, i dunno. but they claim advanced RPG mechanics, which leads me to assume they'll implement the ruleset somewhat.

I assume, or at least I hope, that they meant that they're taking the world, classes and possibilites from the RPG, without necessarily adapting the combat. Personally I hate the combat in the DnD CRPG's, because I feel they're doing it backwards. The RPGs are designed to give you most of the possibilites you have in real life, and simulate it with dice rolls. With computers you have the chance to make it much more interesting and visceral, because you can define the limits in other ways. I love pen and papre RPG'ing, but I've always loathed the combat in video games that are based on these systems.

don't worry, its gonna be The Witcher With Guns. i'm just talking about things like skills, perks and implants.
i know the game won't be turn-based and dice-rollish.

The Witcher with guns? Uh.. no? In CP2077 you'll be able to create and customize your own character (like you wrote). In TW series you always play Geralt, so you have no choice. Also world will be much bigger and opened in Cyberpunk. Mike Pondsmith, creator of the system, is a main consultant for the game. Andrzej Sapkowski didn't want to work with the Reds, etc.

If I remember correctly from one of the earlier talks it's not using Cyberpunk 2013 or Cyberpunk 2020 rulesets. It'll be using the Cyberpunk V3 ruleset under the hood.

They dropped V3, because they know it sucks. Mateusz Kanik, lead designer, told this in interview for Gram.pl. Unfortunately video is entirely in Polish.

I use 2020 myself, so it will be interesting to see how much they actually use anyways.
