Why aren't my Indictments working all of a sudden?

So, some guy invades me, spams humanity, kills me, I indict him. I notice I only have 2 left.
Head my way over to Oswald to buy more, and he has I have 2 in my inventory even though I used one on that guy.
So... what am I doing wrong here? I've tried indicting everyone who has killed me since I noticed it and I still only have 2.

Indicting someone doesn't use up the indictment. You only ever need one.

Yep, you only need one. They are reusable.

Well in that case, I might as well just indict everyone. Give the darkmoons something to do.

That is the correct way to do it. Even in honourable duels you should indict people because it is what necessary to make the covenant work.
