Does the Crescent Falchion +1 for sure have mana regen on it? The description does not say it regens mana.
Also, if I have my wand out, will the crescent falchion's mana regen still occur or do I need to have the weapon out for the mana regen to take effect?

Its not the weapon that has regen but the upgrade path. If you upgrade a weapon to Crescent, you add magic scaling as well as mp regen to that weapon. You'll find other weapons that have special upgrades like Dragon (fire damage on wep), Mercury (chance to poison enemy), Sharp (weapon scales strongly with Dexterity stat) etc. Lots of different types of upgrades in this game, try and explore as many as you can.
You need to have the weapon out for the regen to take effect, it should be in view with your character.

I'm just now getting back into this game after a year or so. I never beat it, but I've been to at least every stage and 2nd portion of each stage once. I'm curious as to what sort of build I should go for.
I have my str at 18 and dex at 13 so I can use a variety of weapons early, a miracle slot and a magic slot. I'm using a rapier + 5 or 6 and it's more damaging than my Bastard Sword +3. I have a Steel Shield +3 (which seems pretty amazing early on) and a Composite Long Bow +4. Should I stop investing in str and dex, or will I find superior weapons to the one's I'm using that require more str/dex? Is it a good idea to invest in more str/dex just to make the weapons I'm using stronger?
I eventually want at least 2 slots for miracles and magic, so that's where I'm at with my build.

My advice to folks was always to try out each weapon moveset and pick one that they like, then go for a 'best in class' weapon and decide on an upgrade path.
With early game weapons that will get discarded later you'll get the most out of them with basic Ore upgrades; just the smaller more common Ore varieties will do.
Don't forget that almost every build in the game has 100 mp and enough Miracle slots to equip Second Chance. If you go for the natural 100 mp you'll be really close to a third spell slot, and that can be tempting for some if they want to bring along Cursed Weapon or perhaps some Cloud magics(a beginner's friend of sorts, even if cheesing battles doesn't teach you good technique).
