Is there a new game plus mode?

Most games of this sort (where you can upgrade your abilities and get weapons/ammo) Usually let you do a new game plus, like Mass Effect. Does this game have that feature? Or do you have to completely start over again?

There is no new game plus mode in Deus Ex: Human Revolution. Apparently the developers wanted to keep you starting from scratch every time.
