Similar game with an open world to explore?

I remember playing a game that was similar to this and the character had amnesia or somthing like that. you start out in a apartment of some chick. i was a cool game because if you stare at somone too long they got mad and if you used a gun in public these robot police would atack you. so what game was that?

If I'm not mistaken that should be Omikron the Nomad Soul, although if memory serves me well, you don't exactly start at the chick's apartment, but you get to it pretty soon in the game.
