how to make MY senator say Nay??

I get what you're going at, but I think it's merely a chance that your sent in Senators will say "Nay": I've had Desco tell me Nay a few times, but it was a very rare occurrence.
You'd be better off reincarnating or creating good for nothing characters and using the PPS in Chara World to try and dupe items. You can guarantee anywhere from 1~4 appearances this way--as opposed to the very low chance of having one of your characters saying Nay as a Senator to your bills. -
A better way would be to go into an item world of a common item with a Mr. Gency Exit on hand. get to the 10th floor, Gency out and save. In your HQ, make 4 thieves of any tier so they can be able to make blocks with some added SP on equipment. afterwards, go into the innocent town and get into a topic with a relative low chance of gettin approved. among the geo effects, look for a Clone panel and hope your senator says Nay and persuade by force. having multiple senators can benefit your odds, even if it isnt much. if there is no Clone block, reset. defeat all the opposing senators except your own and put your senator into a corner. Have the 4 thieves create the boxes so the senator cant move and turn after turn, a clone will be made, allowing you to dupe with ease.

If you goal is simply to dupe a item there is a far easier way to do it. This method only works for weapons however so keep that in mind.
If you are trying to dupe a weapon all you really need to do is fill up your inventory and warehouse to be 100% full. Then place the weapon you want to dupe on a generic unit. Then reincarnate the unit. If you are duping a monster weapon reincarnate into a human class and if you are duping a human weapon reincarnate into a monster class. What this does is make it so the item can no longer be equipped on this unit. To avoid losing the item all together the game will give you a message saying the rosenqueen is holding your item. At this point go to the shops and find which NPC is holding the item for you. Once you know what one it is sell off some stuff to make some room. Then go to the weapon the shop is saving for you. Choose the TRY ON option and purchase it this way. If you do this the item will reappear when you exit and reenter the shop. You can then repeat the try on and buy method as many times as you wish. The item will only permanently disappear if you buy it WITHOUT the try on option. Keep in mind the shop will only hold one item for you so make sure you don't dupe something without getting back the previous item.
Another slightly longer method can be used to dupe other items. Basically you do the exact same as above except instead of equipping a item on the character and reincarnating them you enter the item you want to dupe. Once in the item world get a item so as to fill the free slot entering the item gave you. once you get a item use a Mr Gency exit. If you had a 100% full inventory and warehouse you will get the same message as the above method saying the rosenqueen is holding your item. You can then do teh same as above in using the Try on option and the item will keep reappearing in the shop. This method allows both Armor and Weapons to be duped. Other items such as healing things won't work as you can try them on. Basically the first method works only with weapons while the 2nd method works with anything you can equip. The first method is faster however the 2nd is more flexible. -
Relbool, the second method mentioned is that if you get an item in the item world, if you Gency out, the item will be in the Shops. This is NOT TRUE, however. cause the item will replace the used Gency Exit, so goin till the 10th floor is the way to go.
