This game has some very good ideas mixed with other not so good ideas.
The levels are presented in a very open way, with lots of tools at your disposal.
This adds creativity to the way the player plays the game, which is always a very good idea.
But at the same time, there's clearly some balance issues, and the tools are very limited.
For example, blink is unavoidable in every play-through, and while the game doesn't really require you to use it, the story gives it to you without giving you choice.
There's also problems like possessing humans being always lethal, which means you won't use it if you want to go for the no-kill run.
But the biggest problem in my opinion, is the duality in which the game is presented.
You can be sneaky and smart, or play it like an fps, but here's the problem, as an fps, the game lacks a lot.
So this duality is not really there, the game should be played being stealthy to reach it's maximum potential.
And there's also the story being utterly horrible.
All these things end up dragging the game down, preventing it from being as memorable as other stealth games like hitman or metal gear.

A stealth game which doesn't get boring after a couple of hours.

in Dishonored , Betheseda aimed for an excellent stealth game , but wasn't really able to pull that off.
