I can run this game at about 50-60 FPS during gameplay.
But every cinematic freezes for a couple seconds, every couple of seconds; the audio is still playing.
    Any ideas?

I've tried lowering the resolution a few notches, and putting it on medium with all HD boxes unchecked.

Running an Intel Core 2 Duo 3.00 GHz
    4 GB RAM
    Radeon HD 3800

I know it's not an amazing rig, but it runs the gameplay silky smooth.

Since you said Cinematics I think it might be a codec problem.

    Try dowloading and installing this:
    http://www.cccp-project.net/download.php?type=cccp

P.S: Change back your graphic settings to what they were before, they have no effect on this.

Oh wait nevermind. It's still happening.

I guess the better question is, What do I do with that program after it installs?
