How and when do my starter pokemon evolve?

Their both at level 66 and i have beatin the game

Ok.1st:You hafe to graduate from the guild by defeating the grand master of all things bad, and his minions(say, they look fimilliar...). 2nd: You half to get kiddnapped by palkia. When you beat that part, and defeat palkia, and someone else....not saying who. Then recruit palkia. 3rd: You half to get accsess to marine resort(recruit manaphy). This is how: when you get access to surrounded sea, at the end you will find a manaphy egg(make shure you grab it) Then the next day it will hatch in sharpedo bluff. You will go see chatot. He will tell you he is manaphy. Manaphy will start crying. Go get a blue gummi. Then bring it to him. Say yes to your partners question. Chatot does't like it. Go to your room and manaphy will want another gummi. Get it, feed him. then go to the beach. Manaphy will love the sea. Next day, Manaphy gone! Go to the beach, he will be there. Chatot helps by saying get phione dew from dungeon. Battle garados at end. Manaphy better, Manaphy taken by walrein. Do alot of stuff, manaphy joins team. Get accsess to mirine resort. Then you and your partner can evolve. Sorry for spelling. You don't need to do stuff in order. I'm not shure if i'm right.

    You must beat the -entire- game, and recruit Palkia. You will know when the entire story is done when an old friend returns to Treasure Town and tells you about a special dungeon full of Gummis.

    Yea I have already had baby Manaphy leave and for some reason I haven't gotten to the space rift or Aegis cave. So How do I get to Aegis Cave!
    Also my pokemon are like lvl.45

    OK. Do the Manaphy part ( ends with Walrein taking Manaphy with him). Then do some jobs.
    Noq go to the ground floor of the quild. WHOA. Team charm arrived. Check the scene. Prepare. YOU NEED MUCH APPLES AND SOME MAX ELIXIRS IF YOU DON'T HAVE MUCH PP. I HATe Aegis cave. You have to collect de same unown stones as given on the stone tablet. Go in the dungeon, and spell ICE. Go 2 stone tablet and close eyes. BOSS: Regice. Now do the same, but spell ROCK. Boss: Regirock. Do the same, but now spell STEEL.
    Boss: Registeel. Just go through the pitt. TIME FOR A HARD BATTLE. Boss: Regigigas + 4 Hitmonlee + 4 Bronzong. Cleared? Now you got concealed ruins. THIS DUNGEON IS AN OPTIONAL ONE. YOU CAN DO IT WHEN YOU'RE BORED. That's Aegis cave. Now you need to go 2 Mt. Travail. Ask more if you want to know more about it.

    By "the entire" game, do you mean you've beaten Dialga or have you gotten MUCH further than that?

    You must have completed all of the ingame main events
    when you see all the stickers on your file you should be able to evolve them.

    You have to beat all the event bosses which you can see when you start up the game the last one is darkrai then you have to recruit dailgia and palkia which then you can evolve.

    *SPOILERS* *SPOILERS* *SPOILERS*

    After you defeat Dialga AND Darkrai, you have to go back and recruit Dialga and Palkia, then go to luminous spring and you and your partner can evolve

    2.Defeat darkrai

    How to recruit dialga:
    After you defeat darkrai,go back to temporial tower and defeat dialga

    How to recruit palkia:
    After you defeat darkrai,go back to spacial rift and defeat palkia

    Defeat Darkrai,recruit Dialga and Palkia,(you must get all icons seen when u open your file below(from Drowzee to Darkrai) and u must unlock marine resort

    You must have marine resort and recruited Palkia to evolve the starters. You also must have luminous spring.

    Graduate exam beat the whole game like when you beat darkrai recruit regigas, palkia,and darkrai idk yet then go to luminous spring and you can evovle
