You could always go smaller scale. Also for alot of the NPCs you can just lure them to the location and use a stealth boy to make them non-hostile again( if they were in the first place.) This is how i got my epic Yao Guai to Grayditch.

Well, to be fair, I figured you would have read the whole guide already, salmonking - you've clearly been the most gung-ho person for this from the get-go, which is appreciated.
And apologies to AgentSergei; I've noticed that I have a tendency to come across as a bit snippy in some of my posts to people who are merely asking questions. But you will understand that the guide is massive enough already, and as impossible as it seems, I tried to make it as concise as possible - there are a multitude of criteria that can prevent you from building a settlement (you've already killed the slavers, you don't want to lose karma, you've sold the mesmetron, etc), so I thought I'd save space by just suggesting that people start a new character and save themselves a ton of hassle.

Some things you may want to put in the ABSOLUTE FINAL VERSION DUN DUN DUN.... are, if you have Broken Steel and talked to Vallincourt, she will give you a Deathclaw Control Scrambler, making all Enclave Controlled Deathclaws, your basic pets, though they will kill any enemies, don't know if they will kill friendly mezzed Enclave soldiers though.
Be sure to clear out all the mines and Arkansas in Minefield
Paradise Falls may be a naturally good spot o.O?

I now have two settlements going strong, one with 8 new residents in Canterburry Commons (not including the original five residents or the robots from the Mechanist) and another in the Super-Duper Mart with five residents (not including the ghoul wastelanders around the barrel I tried for an hour to get).
I can't thank you enough masterpug, between this and the undead army you have made my gaming experience so much more enjoyable.

Sorry to say, but the Deathclaws follow you until the ends of the Earth. Eventuall they will die, its un avoidable. Also i think they will attack reformed Enclave as the Deathlclaws are in a different faction that make all Enclave hostile whether reformed or not.

Well we are exploring uncharted territory here, we need a GECK! someone go to vault 87. Through the front door is preferable.
I've also started a new character to try this masterpug, I hope I get some really good results. I have almost every random encounter down by memory (shows how many playthroughs I've made eh?)

It seems as if i stumbled across something masterpug. As you know some NPC respawn where there bodies are after being killed. I mezzed an Enclave soldier, de-collared him(thus making him friendly towards me)and killed him. I then dragged his body to my settlement in Grayditch. I waited four days, he respawned, still not hostile to me. Now here is the best part. I can damage him and he won't fight back. I think i have figured out a way to "farm" Enclave equipment and experience points from this trick.

It's sad but true, Salmonking - it is already known (at least by me) that NPCs who are caught / released will be infinitely friendly to you, and no amount of shooting will make them hostile - I alluded to this in the guide but I guess I didn't explain it well-enough.
And Sergei, I already told people in the guide that they need to clear out the mines in Minefield before settling there, and if they can't figure out on their own that they need to remove a crazed, hostile sniper, they probably shouldn't be attempting anything in this guide.
And before anyone gets the idea to simply catch / release Arkansas and make him a friendly resident, be advised that he will still likely shoot at people led into the settlement unless they are in the freed slaves faction. I imagine it is possible to still do this, though it might make things more complicated.

The guy I just got into my settlement won't stay there. I just did the catch/release thing, and he just left. Whenever I leave the settlement, he leaves. After waiting for about 2 hours, he leaves. He's the only guy because I just started. How do I keep him in one place?

Slavers apparently don't like you letting slaves out into the open. I honestly don't know, the game may be confusing the NPC for a slaver in that area.

As stated in Pugs guide some NPCs move around randomly or some return to their origin spawn point. Experiment with different NPCs. You may want to try Scavengers, Wastelanders or a scavengers Yao Guai if you want a challenge.

Wow Pug mine pales in comparison toyours. And thats just the Gibson house. I onlyhave3 settlers6 including the Enclave soldiers i farm, and my Yao Guai.
