Getting past Hoover Dam?

I'm trying to get past Hoover Dam by crossing its bridge, but I can't. The NCR is blocking my path. There is a door that says: Door
[ INACCESSIBLE ]
Do I have to do a quest or something to cross
Hoover Dam?

I have not been to New Vegas yet. Ever since I started a new game, I've been exploring the wasteland.

You can't get past their barricade until the final battle between the NCR and the Legion.
