I don't get how chemistry works in UT

I made a Brazillian team, every player is from Brazil and in their correct position but I ignored formation and league, they were all over the place. I put a manager from the same country but not the same formation with them.
97 chemistry.
I did the same thing with a German team.
100 chemistry.
Now I decide I want to make a team where they are all from the same league but not the same country.
87 chemistry. WTF?
Why isn't my third team at above 95 chemistry?

Look at the colors for formation and such. Orange formation means close, but not exact and offers more chem than if it's red. example a defender in a 4 2 3 1 will have orange chem with any 4 defender formation besides 4231, green in 4231, and red in a 5 or 3 at the back formation. same thing for positions. similar but not exact gives orange, completely off gives red, and exact gives green. The best possible chem without a manager is 99 which means all 11 players have 9 individual chem. Also, being on the same team as opposed to just nationality or league provides a bigger boost, but no individual chem can go above 9.
