Is usb 3.0 much slower on cpu's before ivy bridge

Is usb 3.0 much slower on cpu's before ivy bridge? On the ivy bridge cpu's one of the features it say is it has true usb 3.0 support or something like that. What does that mean for us guy's that dont have ivy bridge and have usb 3.0?
I dont have ivy bridge but can I play my games off a usb 3.0 hard drive when my systems hard drive gets full?

It just means that USB 3.0 is natively supported onto the Ivy Bridge chipset. Before you needed a 3rd party USB 3.0 controller, now you don't. Same exact results.- Please wait. Quick reply will be available shortly.

so no speed isnt going to be worse on say a core 2 quad or athlon II x2 or w/e if you have usb 3.0 vs IB /w usb3.0 they will basically be the same.
