PSN Download Cap?

Is their a download cap or something? I can connect to PSN fine and send messages / view friendlist and play games on both PS3 and vita but I cant download anything off the store on either or update Vita games? "You cannot perform any more downloads now." It's said that for over a day, how long does that crap usually last?
