If I for example went on my PAL PS3, went onto the American store and downloaded Chrono Trigger (which we don't have) and then transfered it to my PAL Vita would it work?

Should work. Anecdotally I have downloaded Japanese PS1 games (FF7, Parasite Eve and Brave Fencer Musashi) and used them on my PAL/UK Vita just fine. Though the profiles you downloaded the content from on the PS3 has to match the PSN profile on the Vita.

You might also want to check whether Chrono Trigger PS1 supported on the Vita at all as some PS1 games aren't supported on the Vita yet.

I'm pretty it's supported in general. I guess I wouldn't be able to do it as I have to sign into my american PSN account and on my Vita I of course use my Europe one. shame :/

I dont think it will as you can only have 1 user account on your PS Vita and your US game will be locked to your EU Account
