My local Gamestops, Targets, and Best Buys do not have it yet. I shall check again on Friday.
I could download it now, but I hate how it's tied to the 3DS and its cartridge art makes me want the physical copy.

On the map, press X, go to inventory, and then use it. You can even activate it from the convoy.
