Clean the mean streets??

I killed over 54 criminals, and it the trophy says 2 kill 20, how come i didn't unlock it and it never poped out to say i unlocked it?? please help

You must have killed or arrested (I'm not sure which) 20 criminals using the police computer, not doing missions or something. So basically you need to steal a cop car, use its computer, and track down criminals that way.
