Relic Question..

Hello, I'm new to the game and have only played long enough to get familiar with some of the conventions of this type of game.

My question is, I'm setting up a two gem relic in the first available slots. Is it better for a tactician to have health regen or something that gives exp to level faster? In the early going..

Or is there something else you'd suggest?
I am only rank 7 so funds are limited but I'm trying to see if there are better ways to approach the beginning of a match to maximize potential..

Also, should I even bother buying gems less than 5000?? Seems like a waste from what I can tell.
