Happy Wars Co-op needs 15/15 to start now????

Why do we need all 15/15 people to start a Co-op game now? Why can't you set it back to 4/15 or at least 8/15 If 1 person leaves they ruin the game for everyone, some people are trying to go for the 3 round win bonus at the end I only got 2 bonuses for happy wars today and I have been playing since 8am this mourning and it is 11:40pm now.
