Can someone explain this buff to me in better detail?
I understand that it increases point value of an item,
but when is it exactly used? (Can someone give an example?)
How does this buff affect the character during a game?

when u lvl up items you use items as material items and those items have material value depending on lvl, weight, and if super prem or just prem. If the material item has Material Points Up lvl1,2, or 3 then you get more value Lv1 = +100, Lv2 = +300, Lv3 = +600

So basically the buff only affects the item that it is on when leveling up the item? (Or does it affect any item being leveled up as long as you are holding the buff somewhere?)
Eg. If I have an "accessory" with Material Points Up Lv2,
Does it affect the material points when leveling up my Weapon?

you still misunderstand what hes saying plasmo.
when you lvl up a weapon or piece of armor, you need to consume other pieces of equipment for their "material" and happy stars are needed as well.
as you lvl equipment up to higher lvls they will require more material each time.
the material points up buff is only for that piece of equipment being consumed. so a crappy staff that would only be worth 100 material, would be worth 200 if it had the material points up buff on it.

So I guess this buff is pretty much a "one time use" buff in that you have to destroy it in order to make use of it.
