    I imagine to upload your contracts for other people to play or to play other people's contracts you'd need it. I don't know about using the feature yourself though. They haven't really said.

    Has there been any more details on how Contracts works? Do you only see contracts put up by people on your friends list? see contracts for a particular mission/level?
