Can I start a game on expert, vote change to Easy, then vote change to Expert right before the rescue after the finale? Or does the game need to be on Expert the whole time to get credit? Thanks

It has to be in Expert the whole time. Valve aren't that blind, sorry.
However, they are blind enough to still give you credit if you play on Expert in Gib Fest or a similar mutation, which makes it many times easier. Try that.

i tried that trick along time ago, after i beat the parish on expert it reset my achievement back to 0/5 so i ended up beating all 5 on expert for nothing

Odd really. I had my achievement glitch. But it did not remove it. Oh well. Not like you can't go back & do it again. I repeated Expert campaigns due to the fact I helped other people on my friends list. It was frustrating. But not impossible.

If you have friends, do Dead Center. No friends? I recommend Crash Course. I did Realism Expert on Crash Course by myself.
