How to gain velocity on 4SFB in RTTS?

Ok so I have a max velocity fast ball, yet I seem to throw only 94 MPH. I remember this in 08 I believe and the solution was to beef up (for some reason) my other pitches meaning 12-6 curve and circle change. Is it the same where I would have to max out those pitch speeds as well to get to 100 on the gun or is it another stat as well such as arm strength?

I decided to pony up the $1 to test the theory I needed more speed on other pitches, and with 99 4SFB velocity, 58 Circle Change Velocity, and 87 12CV velocity my fastball tops out at...95, usually hovers around 92-93. This is garbage for the points I invested. HOW DO I CRACK 100 MPH????

For the millionth time, you have to raise the velocity of ALL pitches, which if you think about it makes sense. It is not a theory, it is a fact. Also before you ask, arm power has ZERO to do with pitch speed. That is for fielders tossing the ball to someone.
