How do I get past Chapter 16?

I'm assuming you mean for the true dragon sword, if so, you should get a cut scene on the way to the portal through the Hayabusa village graveyard.

All you gotta do is head into the graveyard and then there is a cut scene and there you go you have the jewel which gives you the True Dragon Sword.
