I think Gym leaders should be at least this strong.

If anything, I think Burgh's team was made worse than from B2W2. All except 'Gor have double weaknesses (Leavanny has two) which makes move spam pretty viable.
Six Pokémon of the same type is pretty boring too when you consider Gym leaders like Volkner in DP with a rather varied team.

The only reason Volkner's team was like that was because of the lack of Electric and Fire Types in Sinnoh before the National Dex which was fixed in Platinum. They probably want to keep it as easy and simple as possible for the younger players.

Agreed. But it's not going to happen. Gamefreak is always going to appeal for an easy RPG.

Everyone on this board loves to quip, "It's for the children", every time an idea comes about involving balancing NPC teams, making the game less linear, etc. Isn't it great to be able to discern GF's audience for these games out of absolutely nothing?
On the subject of Plat., why Cynthia got one of the most balanced teams of any NPC trainer, while a gym battle with free healing beforehand was "fixed" to have Electric-types across the board for "younger players", is beyond me.
