I say Hulk. Mercer/Heller may be able to regenerate via Consuming nearby organic beings, but that will only carry them so far; to have a TRULY endless amount of people would be impossible, and Hulk wouldn't just let them run a fair distance away and Consume some more if they end up Consuming every organic being in the immediate area.
Plus, the Mercer Virus apparently has Super Drowning Skills, so that limits the scope of which Mercer/Heller would be able to run away and Consume, assuming they COULD run away from Hulk long enough to Consume.

LOL at Hulk fanboys. Seriously, forget the OTT Hulk comics fromn multiverses. Let's use the main continuity, movies and games to give it a fair shot without much bias. If we can imagine the Ultimate Destruction Hulk against Alex, the Hulk would win, but with James' shield, dodge, Brawlers, enhanced/improved arm powers and his extremely powerful Devastator attack, the Hulk would be on the losing side. Still, the Hulk's Critical Mass attacks and size would make him as hard as the Supreme Hunter. Near equal, but I'd overall give it to James. Forget consumption, the only thing James needs from Mass in the game is to use it for his Pack Leader and Devastator abilities.

Mainstream hulk's steps were enough to nearly destroy the whole east coast.

True. Even "source material" Hulk is extremely powerful and is planet destroying. I should say, "especially source material" Hulk. The only advantage I see Mercer or Heller having is that as a virus, Mercer isn't exactly a "thing" so much as an entity, but he still seems bound by physical limitations and capable of being beat physically.

A better VS comparison for Heller/Mercer would be Venom or Carnage. Also choose another powerful shapeshifter like Apocalypse before he came into contact with Celestial Science (when he first realized his powers back in Ancient Egypt).

That's an interesting comparison. Besides the actual fight (slashing, crushing, tearing, etc), if the virus/biomass and the symbiote came into direct conflict (like if Heller/Mercer tries to consume Venom/Carnage), which one would overpower the other?
Not the characters in terms of strength, but just the potency of the base substance?

Exactly ... they are extremely similar types of organisms. In a way one could say that Prototype creators were big fans of Venom and Carnage and saw a chance to create their own Anti-hero and Villian who could do all if not more of the same things those two can do. Especially with this new Tendril power they gave Heller. If that isn't Venom like I don't know what else is. It reminded me immediately of when I was playing Spiderman:WoS.

Hulk lost to Superman and has lost to others in the past. Problem with comic fanboys is they will always site the exaggerated comics that make the heroes invincible while ignoring all the times the character lost.
Alex would just go and eat Betty, calm Hulk down and kill Bruce Banner. See I can make up anything just like a writer could too.

All the beings the Hulk has lost to in an actual battle (not tricked or mind control or beat using a cheap attack like Juggie did a few years back or like how Doc Samson has done numerous times) are waaaayyyy above Heller or Mercer in terms of power ... you really don't know the Hulk it is obvious ... anyway eating Betty would definitely be the WRONG thing for Mercer to do. That would pretty much insure he would be completely annihilated within seconds.
And really you are going to use the poster boy for insanely OP super beings as an example of who can beat the Hulk in comparison to Mercer. Also they haven't fought in over a decade ... who knows who would in fight these days. The Green Scar beat back the Sentry ... a being with the power of a million exploding stars. I think he can handle Supes these days (depending on the writer of course).
Also people are not going by the Hulk that existed years ago ... did Alex exist as a fictional character years ago? No ... he emerged in 2008/2009. So lets go by the 2008/2009 Comic book Incredible Hulk (of course we will use this Hulk ... why would we use any other????) and we can see that Alex/Heller would not stand a chance in hell. Did ya see World War Hulk and World War Hulks? If you did then I fail to understand how this is an issue ... and if you didn't you need to before making such ridiculous statements.

How would Mercer penetrate Hulk's skin? And Hulk's physiology would fight off the attempts by the virus to break down the flesh to be consumed. And how would Mercer even get close enough to attempt a consume without being ripped apart?

What I don't get is how Betty keeps getting into this? Is she around or something? And Betty was a Hulk herself last time I was reading comics so I doubt that Mercer would want to tangle with yet another hulk. But seriously can people just leave Betty out of this and just let Hulk get the fight over quickly.
And there is ZERO way that consuming the Hulk would ever be possible ... you think Heller has Resilient DNA? Well that is nothing compared to the Hulk's DNA and ability to heal almost instantaneously (and he heals even faster as he gets angrier) and to fight off ALL viruses. Also he is gamma irradiated which would pretty much kill any virus.
The Hulk is a being of almost inconceivable power and rage ... again read some more Hulk comics so you can see how the Prototypes would not a chance against an enraged Hulk ... which is what you get when you start a fight with him.
