Is Matt Miller's Avatar boss glitched?

From the Dec 12 Update some elements of the game may become glitched, including the Matt Miller Avatar battle.
Save your game and exit to the Dashboard and restart the game and immediately start the mission again. It may be possible to do it through reloading the game without exiting, but that is unreliable.
If you still get issues, clearing the cache on the hard drive and playing the game offline should completely resolve the issue by avoiding the Dec 12 update.
