How to light dash (ring dash)?

I'm stuck in Chun-nan the secon time you go there and can't find a way to light dash or find a level to do. Do i need to level up? please help?

First of all, you have to go to shamar and get the light speed shoes. to actually use the light speed dash go up to a chain of rings and either press Y(Xbox 360) or shake the Wiimote(Wii).
