Can't get full Red Level 20

So before I knew that we could downgrade, I went 10/10 with my build. Afterwards I was trying to get 20/0 (Red/Blue) but I can't get my blue level to get lower than 1, so I'm stuck with Level 19 Red. Is there any way to get your red to Level 20 or is level 19 the highest you can go?
