How exactly do you use the Color Customization feature?

For some reason or another, there isn't a list of colors to choose from when I enter the "Customization" mode under "Profile". I have read in several places that such a feature is available within the game, but unfortunately how to use it properly (or "unlock" colors, if such a method is required) has not been documented as of yet.

What I do see can be described as the top screen displaying my selected fighter on the right side of the screen, as well as what -appears- to be a dialog that would supposedly have several color options listed below the title "Custom Color", but the only option I am seeing under that title is ">> DEFAULT", as if the options are not even there or I haven't unlocked them yet. While it may or may not be the latter is rather undocumented at the moment. One concern of the former is that I may have an "incomplete" version of the cartridge, or that there's not been enough details posted around the net as to how the Costume Color feature works or becomes available.

I am playing a US version of the game pre-ordered the day before release on a fully-legitamate and non-modified 3DS purchased after the "price drop". The 3DS is also Internet-Enabled, though I won't feel comfortable with entering TK3D:PE's online mode without first setting a color for my fighter.
