Can you buy A house in the Shivering Isles?

I have a lot of items that I don't want to lose, but I keep getting over encumbered, so I want a house if there is

You cannot purchase a house. However later on in the quest line you do get access to either Mania or Dementia's quarters.

    No house,generally speaking, but the Ducal Quarters in the house of Dementia in the Palace of Sheogorath can be used as a house if you do the Ritual of Dementia. There is no way to obtain these quarters if the you choose to perform the Ritual of Mania.
