What happend to charactor development? Why no choice of birthsigns or attributes?

Attributes dont know but after you escape helgen there are three standing stones for birthsigns, i play a mage so naturally thats what i picked but there are the thief and warrior birthsigns as well, there may be more hiddin throughout the world too not sure yet

You will not be able to play as a dwarf. Lorewise, it is quite unlikely that they captured a dwarf aboveground for the execution. They live deep underground. Also, in Morrowwind there are dwarven ruins everywhere. Like, every 10 feet. I doubt that 300-400 centuries later they all resurface.

The attributes section is taken care of by using the perks, for example chosing for one handed weapons to do 60% more damage reflects on the dropped strength element from Morrowind Oblivion etc:. The standing stones replace the birthsigns from Oblivion and Morrowind and work far better because you can pick and choose what you want when you need it.

I'm kind of new to the Elder Scrolls lore. But, and I'm just guessing here, this installment is the story of the Dragonborn. The Dragonborn's ability to absorb the souls of dragons, speak the dragon's language, and use Thu'um's eliminates the need for birthsigns as the Dragonborn's powers are greater.

None of the Elder Scrolls games gave us a new playable race. Plus the Dwarves all died out, or that's what most of the in-game scholars and historians believe.
However, there's a rumor that the new DLC MIGHT have a new playable race. At this either Bethseda or G4 has confirmed this, but keep your hopes up
