Havent played in a while, have they fixed the infinite dragon shouting?

^what this guy said. I think it has to do with fortify restoration potion stacking, as you would do to get ridiculously powerful other potions/gear. When you equip/re-equip a piece while under the restoration potion's effects, it'll have a boosted bonus to its enchant. So you make an insanely powerful fortify restoration potion via the alchemy exploit, drink it, unequip and then equip your amulet of talos, and voila, instant dragon shouts?
I'm not 100% sure on this methodology, but it seems to be the most likely thing to do with alchemy and an amulet of talos.....

No, it's not. All you need to do is get your restoration high enough with the potions and put on the amulet of Talos. It will still say it only reduces cooldown by 20%, but if you check your recharge times, they will be in the negatives.

One thing not mentioned yet is that, when using a Fortify Restoration potion to enhance armor stats, those stats stay on the item until said item is unequipped. So, all you need is one powerful Fortify Resto potion, and then never take the Amulet of Talos off, and you're all set for infinite shouts.

It is possible...that's my current playthrough style (unarmed with shouts as my only weapon). Pretty awesome, except against mage filled dungeons. Ughhh.
Basically what I did was I got my alchemy high enough where I got 5/5 in the first perk then I got benefactor. Made some 5,000,000% fortify restoration potions (used enchanted smithing gear that fortified alchemy by a total of like 30% too) then drank them. Then equipped Amulet of Talos. Although it still says 20% on the active effects, it's over 100%. I don't think you need 5/5 in the first perk and benefactor, but you will need to do the restoration loop more times.

Level 1 is really all you need. While it does also slow you down, a small amount, it slows everybody else down much more. Making it incredibly easy to dodge arrows/spells/attacks and close to melee and/or Fus Ro Dah range.
