We don't know for sure. Could be CHIM. Or perhaps Akatosh ascended him because he was such a hero to humans who didn't really have their own chief Deity. If you really want to think about it. Because he was Dragonborn he was the reincarnation of a dragon, one of Akatosh's children. So he was already kind of a demigod. To make the leap from that to fullblown god isn't that difficult.

So anyways, our pal Tiber was born Hjalti Early-Beard in Alcaire, High Rock, to a Nord mother. He took on the name Talos (meaning "Stormcrown"

after the Battle of Old Hroldan (because of the storm that appeared before him, likely to be the ghost of Ysmir). Tiber Septim is just his Imperialized name. We know he had CHIM sometime after his campaign, as he used it to reshape Cyrodiil (see: Heimskr, The Many-Headed Talos, Commentaries on the Mysterium Xarxes). But that's not how he ascended. He, along with Zurin Arctus, and Ysmir Wulfharth, became Talos (the god) by mantling Lorkhan, and the events of the Creation and Convention.
Mantling basically means "walk like them until they walk like you". Through mythopoeic forces, it became hard to separate the three as discrete individuals, and them from Lorkhan and his steps.

Talos is currently the most powerful being in existence, and is holding the Wheel together by his own will.
