You get a Ring of Mara from one of the priests in the temple. Put it on and then speak to a girl you like (that's applicable for marriage) and the marriage dialogue should be there

Ignore these fools above me. They speak what they do not know. Amulet of Mara= Going to Riften, Heading to the pub/inn in riften, Talking to the hooded monk in the pub, and then asking about mara. Then buy an amulet of mara for 200 gold.
