I think that its because, since it was only released on the 360 not a whole lot of Japanese players were able to play it, even though they wanted to. Also since it was rated a 38/40 from Famitsu, a lot of people got intered in the game, but didnt want to get a 360, so they wait for the PS3 release of it.
I myself want to play it (enjoyed the PC demo), but it ran like crap on my PC, and I dont own a 360. But I can live without it if it never gets released for the PS3. Does this answer your question?

Ahh, well I think, dont quote me on this, but I do believe that the Famitsu most wanted list is made from reader votes. So I think thats why.

Maybe it's still on the most wanted list because SE didn't officially announce that this game got cancelled? But then again, why would so much people still be interested in a game after such a long time?
