Maybe it refers to the top-down view that the game takes place in? If you were looking through Link's eyes, you'd be seeing stuff in your way.

Well, let's dissect this thing:
Over the under with a chain or twoLink goes over something which is "under", using either the single or double Clawshot. "Chain" could also refer to the Ball and Chain.
Out in the field, it's more loot for you!Obviously, this refers to Hyrule field. "Loot" probably refers to a 100 rupee chest. (Since they're the most prevalent; it could also be another rupee denomination or a PoH.)
So early seen, at middle to claimThis means it's seen in one of the first "field" areas of the game (South Hyrule field in Faron province, Kakariko Gorge, North Hyrule field in Eldin province, etc) but is unreachable without at least the Clawshot (or possibly the B&C).
What area am I in? What is its name?Self-explanatory.
In reference to your riddle, I believe you refer to North Hyrule field in Lanayru province, and the cave sealed off by rocks containing an ice block puzzle (which requires the B&C) for a PoH.
(My guess is probably wrong.)

I want to say it's the Hyrule Field exit that you can enter from Castle Town, (where you get the wooden statue from those skeleton dogs,) and it's the chest that you use the Spinner to get. Inside the chest is an orange rupee.
