how exactly do I level Up?

I did a birdie once and level up, but I did another one and nothing.

How do I really level up in this game?

You level up by gaining XP (experience points) which come from doing pretty much anything good in the game. Getting a birdie might have given you just enough XP to tip you over into the next level. Keep playing and earning XP, and you'll hit the next level soon enough.
