Does putting points into a skill require you to have the previous skill in a tree?

No.
Unlike Diablo, where you need to spend points on previous spells to learn new spells, you can spend your points freely on any skills you like, just as long as you meet the level requirement
So yes to your examples. If you wish to only learn certain skills, you can do so freely when you meet the level requirement.
