Nope.  Not that I know of.  If there will be a next Star Ocean it would be big news and revive this union once again.

As what I know of there is none so far...

There's really not much to link, and dedicating an entire game to linking two games that were never intended to be directly connected would probably be a disaster. The dictionary of SO3 did enough to link it to all of the previous games.

There needs to be a Star Ocean 4, though my idea of it throws some people off, as I think that it should be a continuation of the 3rd SO's storyline, but with a new battle system, or at least the one from 3 with kinks and tweaks to touch it up a bit. You KNOW there's still got to be something going on with all of the characters being split up like that. Remember in Albel's ending, when he ran into Romero? Who's to say that there aren't other underworld demons that might be planning on taking everything for themselves?

If they make a Star Ocean 4, it won't be until 2007 or 2008 at the earliest.  I would love to see another SO game, and there is plenty that they could do.  My preference would be for a prequel that pre-dates the original Star Ocean, but would involve characters/storylines from every Star Ocean through the use of Planet Styx.

That wouldn't make sense if it takes place *before* all of the other games, especially if Planet Stream hasn't been discovered yet.

Of course, if they did do something like that, I'd rather it not be Star Ocean 4 and a game more in the style of the Tales series' Narikiri Dungeon games.
